Project 2025, if implemented under a Trump presidency, would eliminate Head Start, a federal program that has helped 38 million children by supporting early childhood care for low-income families. 

Since its inception in 1965, Head Start has had numerous positive outcomes for its participants. Children enrolled in Head Start programs are more likely to: 

  • graduate from high school and attend college 
  • have improved social, emotional, and behavioral development
  • are better prepared to be parents themselves than similar children who do not attend the program
  • have significantly fewer child welfare encounters related to sexual or physical abuse between the ages of 5 and 9 than those who don’t attend

Rural communities, which are known to be child care deserts, could be especially hard-hit. A study from 2018 shows that Head Start programs accounted for 20-60% of child care centers in rural counties in 10 states, and even higher numbers in frontier counties.
